Deployment retention policies now preserve active branch deployments

Deployment retention policies have been updated to preserve the latest preview deployments for branches with open or unmerged pull requests, allowing for shorter retention windows without the risk of losing active deployments. This change applies to all plans and ensures that the 10 most recent production deployments remain unaffected by retention settings.
